个体(ti)(ti)(ti)工(gong)商(shang)户是重要的经(jing)营主体(ti)(ti)(ti),在繁(fan)荣经(jing)济、增加就业、推动创业创新、方(fang)便群众生活等方(fang)面发(fa)(fa)挥着(zhe)重要作用(yong)。为(wei)贯彻党(dang)中央、国务院关于促进(jin)个体(ti)(ti)(ti)工(gong)商(shang)户发(fa)(fa)展(zhan)的决策部署,落实《促进(jin)个体(ti)(ti)(ti)工(gong)商(shang)户发(fa)(fa)展(zhan)条(tiao)例》(以(yi)下简称《条(tiao)例》)相关规定,需要针对(dui)其(qi)数量(liang)巨大、点(dian)多面广、利(li)益诉求多元化(hua)、发(fa)(fa)展(zhan)水平差(cha)异(yi)化(hua)的特点(dian),采取个性(xing)化(hua)措施进(jin)行分型分类培育(yu)和(he)精准帮扶,着(zhe)力提升个体(ti)(ti)(ti)工(gong)商(shang)户总体(ti)(ti)(ti)发(fa)(fa)展(zhan)质量(liang)。现提出如下意(yi)见:

一、总体要求

(一)基本原则(ze)。坚持以(yi)习近平新(xin)时代中国特色社会(hui)主义思想为指导,始终坚持“两个(ge)毫不(bu)动摇”,贯彻落实《中共中央 国务院(yuan)关(guan)于促进民(min)营经(jing)济发(fa)(fa)展(zhan)壮大的意见》,按照《条例》规定,充分(fen)发(fa)(fa)挥扶持个(ge)体(ti)工(gong)(gong)(gong)商户发(fa)(fa)展(zhan)联席(xi)会(hui)议等工(gong)(gong)(gong)作(zuo)机制作(zuo)用(yong),着眼个(ge)体(ti)工(gong)(gong)(gong)商户持续健(jian)康(kang)发(fa)(fa)展(zhan),注重质量(liang)和效益,以(yi)分(fen)型提供差异化帮扶,以(yi)分(fen)类发(fa)(fa)挥示范带动作(zuo)用(yong),聚焦个(ge)体(ti)工(gong)(gong)(gong)商户全生(sheng)命周期(qi)发(fa)(fa)展(zhan)特点和突出诉求,整合(he)各方面资源,加强政(zheng)策精准供给和梯次帮扶培育(yu),不(bu)断提升个(ge)体(ti)工(gong)(gong)(gong)商户的稳定经(jing)营能力,提高总体(ti)生(sheng)存周期(qi)、活跃度和发(fa)(fa)展(zhan)质量(liang)。

(二)主要工(gong)作(zuo)。按照统一标(biao)(biao)准,将实(shi)际从事(shi)经营的个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)划分(fen)为“生(sheng)存型(xing)(xing)”“成长型(xing)(xing)”和“发展型(xing)(xing)”,分(fen)别(bie)采取有针对性的帮(bang)扶措施(shi)。结(jie)合各(ge)地实(shi)际,在分(fen)型(xing)(xing)基(ji)础上加大(da)对“名特(te)(te)优新”四类个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)的认(ren)(ren)定(ding)(ding)和培育力度,推(tui)动(dong)完善各(ge)项支持(chi)政策。各(ge)省级市场监管(guan)部(bu)门会同相关(guan)部(bu)门,建(jian)立完善个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)分(fen)型(xing)(xing)标(biao)(biao)准,实(shi)现(xian)(xian)数据归集基(ji)础上的自(zi)动(dong)分(fen)型(xing)(xing)判(pan)定(ding)(ding);指(zhi)导(dao)建(jian)立个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)分(fen)类指(zhi)标(biao)(biao)体(ti)(ti)(ti)系和政府引导(dao)、自(zi)愿参与、择优认(ren)(ren)定(ding)(ding)、公正公开(kai)的“名特(te)(te)优新”个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)申(shen)报比选机制,逐步扩大(da)参与面。建(jian)设全国统一的“个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)名录(lu)”,实(shi)现(xian)(xian)个(ge)(ge)体(ti)(ti)(ti)工(gong)商(shang)户(hu)(hu)(hu)分(fen)型(xing)(xing)分(fen)类结(jie)果有效运用。

二、重点任务

(一)推动构(gou)建(jian)涵盖个(ge)(ge)体(ti)工(gong)(gong)(gong)商(shang)户不同发(fa)展(zhan)阶(jie)段(duan)(duan)(duan)的(de)(de)(de)政策(ce)(ce)体(ti)系(xi)。在现(xian)有法律法规(gui)和政策(ce)(ce)体(ti)系(xi)内,对(dui)(dui)不同发(fa)展(zhan)阶(jie)段(duan)(duan)(duan)和发(fa)展(zhan)水(shui)平的(de)(de)(de)个(ge)(ge)体(ti)工(gong)(gong)(gong)商(shang)户采(cai)取差异化帮扶(fu)措施(shi)。对(dui)(dui)处(chu)(chu)于(yu)初创(chuang)(chuang)阶(jie)段(duan)(duan)(duan),缺(que)乏竞(jing)争力(li)(li)的(de)(de)(de)“生(sheng)存型”个(ge)(ge)体(ti)工(gong)(gong)(gong)商(shang)户,侧(ce)重(zhong)优化市场准入(ru)服务、降(jiang)低经营(ying)场所等(deng)成本、探索包容审(shen)慎监管机制,激发(fa)创(chuang)(chuang)业创(chuang)(chuang)新活(huo)力(li)(li)。对(dui)(dui)处(chu)(chu)于(yu)稳定经营(ying)阶(jie)段(duan)(duan)(duan),有一定销售额(e)或(huo)者营(ying)业收(shou)入(ru)的(de)(de)(de)“成长型”个(ge)(ge)体(ti)工(gong)(gong)(gong)商(shang)户,侧(ce)重(zhong)畅(chang)通招工(gong)(gong)(gong)渠(qu)道、提供(gong)职业技能培训信(xin)息(xi)、引导(dao)按规(gui)定参加社会保险(xian)、加大金(jin)融支(zhi)持力(li)(li)度,增强抵御(yu)风险(xian)、持续经营(ying)能力(li)(li)。对(dui)(dui)处(chu)(chu)于(yu)持续壮(zhuang)大阶(jie)段(duan)(duan)(duan),有较强市场竞(jing)争力(li)(li)的(de)(de)(de)“发(fa)展(zhan)型”个(ge)(ge)体(ti)工(gong)(gong)(gong)商(shang)户,侧(ce)重(zhong)增强合规(gui)管理水(shui)平、支(zhi)持引导(dao)转型升级为(wei)企业、提高知(zhi)识(shi)产(chan)权创(chuang)(chuang)造运用保护和管理能力(li)(li),实现(xian)高质量(liang)发(fa)展(zhan)。

(二)加(jia)大(da)对(dui)(dui)“名(ming)(ming)特(te)(te)(te)优新(xin)(xin)(xin)(xin)(xin)”个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户的(de)培(pei)(pei)育力度。在个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户分(fen)型帮(bang)扶(fu)基础上,支持(chi)和(he)培(pei)(pei)育一批特(te)(te)(te)色鲜(xian)明、诚(cheng)信经(jing)营(ying)好(hao)(hao)、发(fa)展潜力大(da)的(de)个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户,带动(dong)同行业(ye)(ye)、同类型经(jing)营(ying)主(zhu)体(ti)(ti)实(shi)(shi)现更好(hao)(hao)发(fa)展。对(dui)(dui)产(chan)品(pin)和(he)服(fu)务(wu)(wu)质(zhi)量好(hao)(hao)、有一定(ding)品(pin)牌影响力、深受群众喜爱的(de)“知名(ming)(ming)”类个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户,加(jia)大(da)宣(xuan)传(chuan)推介(jie)力度、深化品(pin)牌创建服(fu)务(wu)(wu)、加(jia)强(qiang)知识产(chan)权保(bao)护;拓展便(bian)民(min)服(fu)务(wu)(wu),支持(chi)个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户积(ji)(ji)极参与(yu)一刻钟(zhong)便(bian)民(min)生活圈建设(she)。对(dui)(dui)依托本地(di)独特(te)(te)(te)产(chan)业(ye)(ye)和(he)旅(lv)游(you)资源,开展旅(lv)游(you)接待(dai)、传(chuan)统手(shou)工(gong)(gong)艺制作、土特(te)(te)(te)产(chan)品(pin)销售、特(te)(te)(te)色餐饮服(fu)务(wu)(wu)的(de)“特(te)(te)(te)色”类个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户,在技术研(yan)发(fa)、产(chan)品(pin)设(she)计、检验检测、质(zhi)量追溯、营(ying)销推广等(deng)方面加(jia)大(da)服(fu)务(wu)(wu)支持(chi)力度。对(dui)(dui)传(chuan)承(cheng)民(min)间传(chuan)统技艺,执着坚(jian)守、长期经(jing)营(ying)的(de)“优质(zhi)”类个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户,注重(zhong)传(chuan)承(cheng)人培(pei)(pei)育,加(jia)强(qiang)传(chuan)统技艺挖(wa)掘(jue)整理和(he)宣(xuan)传(chuan)报(bao)道(dao)。对(dui)(dui)积(ji)(ji)极参与(yu)新(xin)(xin)(xin)(xin)(xin)技术、新(xin)(xin)(xin)(xin)(xin)产(chan)业(ye)(ye)、新(xin)(xin)(xin)(xin)(xin)业(ye)(ye)态(tai)、新(xin)(xin)(xin)(xin)(xin)模(mo)式等(deng)新(xin)(xin)(xin)(xin)(xin)经(jing)济形态(tai)的(de)“新(xin)(xin)(xin)(xin)(xin)兴”类个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户,引导参加(jia)网上经(jing)营(ying)技能培(pei)(pei)训,推动(dong)互(hu)联网平台企业(ye)(ye)提供流量支持(chi)、合(he)规指导等(deng)服(fu)务(wu)(wu)措(cuo)施。县(区)、市(地(di))级市场监管部(bu)门要会(hui)同相关部(bu)门,结合(he)本地(di)区实(shi)(shi)际(ji)和(he)个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户经(jing)营(ying)特(te)(te)(te)点(dian),综(zong)合(he)乡村(cun)振兴、民(min)族区域经(jing)济发(fa)展、产(chan)业(ye)(ye)布局等(deng)要素,突出(chu)导向性,研(yan)究(jiu)制定(ding)本地(di)区“名(ming)(ming)特(te)(te)(te)优新(xin)(xin)(xin)(xin)(xin)”四类个(ge)(ge)体(ti)(ti)工(gong)(gong)商(shang)户的(de)分(fen)类标准(zhun),并(bing)向社会(hui)公示(shi)。鼓励各地(di)制定(ding)量化指标体(ti)(ti)系,增强(qiang)分(fen)类工(gong)(gong)作的(de)可操作性。

(三)有(you)序(xu)推进(jin)分(fen)(fen)型(xing)分(fen)(fen)类各项工(gong)作。各省级市(shi)场监管(guan)部(bu)门要按照(zhao)《个(ge)体(ti)工(gong)商(shang)户分(fen)(fen)型(xing)分(fen)(fen)类精准(zhun)帮扶总(zong)(zong)体(ti)方案(an)(试(shi)行(xing)(xing)(xing))》(见附件,以下简称《方案(an)》)要求,在归集(ji)相(xiang)关(guan)(guan)部(bu)门数据基础(chu)上,通过系统自动(dong)判(pan)定(ding)方式(shi),在每年(nian)个(ge)体(ti)工(gong)商(shang)户年(nian)度报告(gao)结束(shu)后,集(ji)中进(jin)行(xing)(xing)(xing)一次(ci)个(ge)体(ti)工(gong)商(shang)户分(fen)(fen)型(xing)判(pan)定(ding),将分(fen)(fen)型(xing)结果在本省(区、市(shi))“个(ge)体(ti)工(gong)商(shang)户名(ming)(ming)录”中进(jin)行(xing)(xing)(xing)标(biao)注,并将数据汇(hui)总(zong)(zong)至全国(guo)“个(ge)体(ti)工(gong)商(shang)户名(ming)(ming)录”。根(gen)据统计分(fen)(fen)析、辅助(zhu)决策(ce)需要,可以增加分(fen)(fen)型(xing)判(pan)定(ding)频次(ci)并及时汇(hui)总(zong)(zong)更新(xin)数据,具体(ti)安排由各省级市(shi)场监管(guan)部(bu)门确定(ding)。基于集(ji)中分(fen)(fen)型(xing)判(pan)定(ding)结果,按照(zhao)《方案(an)》确定(ding)的(de)程(cheng)序(xu)和方式(shi),各级市(shi)场监管(guan)部(bu)门每年(nian)定(ding)期(qi)会同相(xiang)关(guan)(guan)部(bu)门集(ji)中组(zu)织开(kai)展“名(ming)(ming)特优(you)(you)新(xin)”个(ge)体(ti)工(gong)商(shang)户的(de)申报、推荐、认定(ding)工(gong)作,持续做好评估(gu)确认。市(shi)场监管(guan)总(zong)(zong)局(ju)建设(she)“‘名(ming)(ming)特优(you)(you)新(xin)’个(ge)体(ti)工(gong)商(shang)户培(pei)育(yu)平台(tai)”,支撑个(ge)体(ti)工(gong)商(shang)户分(fen)(fen)类培(pei)育(yu)各项工(gong)作的(de)开(kai)展。

(四)增强(qiang)不(bu)同类(lei)(lei)型(xing)个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)持续健康(kang)发(fa)(fa)展(zhan)的(de)(de)内生动力(li)(li)。发(fa)(fa)挥数(shu)据对业(ye)务(wu)工(gong)(gong)作(zuo)的(de)(de)支(zhi)撑作(zuo)用,持续夯(hang)实个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)数(shu)据基础。以(yi)实施分型(xing)分类(lei)(lei)精准帮(bang)扶为契机(ji),支(zhi)持个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)提(ti)(ti)高诚信(xin)(xin)经营水平和(he)持续经营能力(li)(li),完善(shan)市场退出机(ji)制(zhi)。各级市场监管部门要(yao)(yao)加强(qiang)对个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)年(nian)度报(bao)告的(de)(de)分型(xing)引导帮(bang)扶,优(you)化年(nian)报(bao)服务(wu)、提(ti)(ti)升(sheng)数(shu)据质(zhi)量,指导个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)重(zhong)视信(xin)(xin)用、如实报(bao)送年(nian)报(bao)。探(tan)索实施信(xin)(xin)用风险分类(lei)(lei)管理,在“双(shuang)随机(ji)、一公开”监管中,对不(bu)同类(lei)(lei)型(xing)个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)采(cai)取不(bu)同的(de)(de)抽(chou)查(cha)比例和(he)频次。积极探(tan)索柔性执(zhi)法,依法推进轻(qing)微免罚、“首违不(bu)罚”等柔性监管措施。建立支(zhi)持政策“免申即享”机(ji)制(zhi),推广告知承诺制(zhi),实现政策直达快享。各行(xing)业(ye)主管部门要(yao)(yao)充分发(fa)(fa)挥个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)小(xiao)规模、轻(qing)资(zi)(zi)产(chan)、灵活度高的(de)(de)优(you)势,支(zhi)持个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)逐步以(yi)专业(ye)化分工(gong)(gong)、服务(wu)外包等方式融入各类(lei)(lei)企业(ye)的(de)(de)技术研发(fa)(fa)、产(chan)品生产(chan)、配套服务(wu)体(ti)(ti)(ti)(ti)(ti)系,不(bu)断(duan)提(ti)(ti)升(sheng)个(ge)体(ti)(ti)(ti)(ti)(ti)工(gong)(gong)商户(hu)(hu)(hu)参与(yu)共享生产(chan)和(he)创新的(de)(de)能力(li)(li),实现与(yu)中小(xiao)微企业(ye)基于产(chan)业(ye)链、供应链、资(zi)(zi)金链、创新链的(de)(de)融通(tong)发(fa)(fa)展(zhan)。

(五)突出党(dang)(dang)建(jian)引(yin)领提(ti)升个(ge)(ge)体工(gong)(gong)商(shang)(shang)户(hu)(hu)发展(zhan)质量。贯彻落实《市(shi)场(chang)监管部(bu)门开(kai)(kai)(kai)展(zhan)“小个(ge)(ge)专(zhuan)”党(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)(zuo)指引(yin)》,充分(fen)发挥(hui)各级市(shi)场(chang)监管部(bu)门“小个(ge)(ge)专(zhuan)”党(dang)(dang)委和(he)基(ji)层(ceng)党(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)(zuo)指导站(zhan)作(zuo)(zuo)(zuo)用,积极开(kai)(kai)(kai)展(zhan)形势宣(xuan)传、政策(ce)宣(xuan)讲(jiang)、走访调(diao)研(yan)等活动,引(yin)导个(ge)(ge)体工(gong)(gong)商(shang)(shang)户(hu)(hu)稳(wen)预期、提(ti)信心(xin)。充分(fen)发挥(hui)“小个(ge)(ge)专(zhuan)”党(dang)(dang)组(zu)织(zhi)作(zuo)(zuo)(zuo)用,推动党(dang)(dang)组(zu)织(zhi)和(he)党(dang)(dang)员在凝聚人才、开(kai)(kai)(kai)拓市(shi)场(chang)、革新技术(shu)、提(ti)高效(xiao)益中主(zhu)动作(zuo)(zuo)(zuo)为。将个(ge)(ge)体工(gong)(gong)商(shang)(shang)户(hu)(hu)党(dang)(dang)的(de)建(jian)设与分(fen)型分(fen)类精准帮(bang)扶工(gong)(gong)作(zuo)(zuo)(zuo)有机结合(he),积极探索针对(dui)不同发展(zhan)阶(jie)段和(he)发展(zhan)特(te)点的(de)个(ge)(ge)体工(gong)(gong)商(shang)(shang)户(hu)(hu)开(kai)(kai)(kai)展(zhan)党(dang)(dang)建(jian)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)有效(xiao)路径。

(六)持(chi)续优化个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)发(fa)展环境,营造良好氛围。各(ge)级(ji)市(shi)场监管部(bu)门要依(yi)托扶(fu)持(chi)个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)发(fa)展联席会议等工(gong)作机制,每年(nian)会同相(xiang)关(guan)部(bu)门开(kai)展“全国个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)服(fu)务月”各(ge)项活(huo)动(dong),持(chi)续宣传(chuan)贯(guan)彻(che)《条例》,为(wei)个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)提供政策解读、技能培训、银商(shang)(shang)(shang)对接等服(fu)务。全面落实公(gong)平竞争政策制度,加强反(fan)垄断和反(fan)不正当竞争执法,持(chi)续整治各(ge)种乱(luan)收(shou)费行(xing)为(wei)。按照《条例》和国家(jia)有关(guan)规定,依(yi)托分型(xing)分类各(ge)项措施(shi),加强对本地区(qu)优秀个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)的表彰奖励,不断提升个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)经营者的荣(rong)誉感(gan)、归属感(gan)。各(ge)级(ji)个(ge)(ge)(ge)(ge)(ge)体(ti)劳动(dong)者私(si)营企业协会要将服(fu)务个(ge)(ge)(ge)(ge)(ge)体(ti)私(si)营经济健康(kang)发(fa)展作为(wei)基本职责,深入开(kai)展“问情服(fu)务”活(huo)动(dong),帮(bang)助个(ge)(ge)(ge)(ge)(ge)体(ti)工(gong)商(shang)(shang)(shang)户(hu)解决(jue)生产经营中的问题和困难。

(七)加强沟通交(jiao)流(liu)、监(jian)测分析(xi)和问(wen)题(ti)研究。建(jian)(jian)立各(ge)级(ji)(ji)市(shi)场监(jian)管部门与个(ge)体(ti)工(gong)商户(hu)常态化沟通交(jiao)流(liu)机制,定期(qi)召开(kai)座(zuo)谈会(hui)或专(zhuan)题(ti)研讨会(hui),听取不同类(lei)型(xing)个(ge)体(ti)工(gong)商户(hu)和各(ge)相关方(fang)面(mian)意(yi)见建(jian)(jian)议,健全督办和反馈(kui)机制,推动问(wen)题(ti)有效解决。充分发(fa)挥市(shi)场监(jian)管总局和各(ge)省级(ji)(ji)市(shi)场监(jian)管部门个(ge)体(ti)工(gong)商户(hu)发(fa)展(zhan)工(gong)作联(lian)系点作用,定期(qi)组织开(kai)展(zhan)专(zhuan)题(ti)调研,收集反馈(kui)基层情况。完(wan)善(shan)个(ge)体(ti)工(gong)商户(hu)发(fa)展(zhan)监(jian)测分析(xi)机制,针对不同类(lei)型(xing)个(ge)体(ti)工(gong)商户(hu)开(kai)展(zhan)生产经营、吸纳就业、贷款融资等多维度(du)分析(xi)。加强对本地(di)区个(ge)体(ti)工(gong)商户(hu)发(fa)展(zhan)情况、经营方(fang)式、人员结构、社(she)会(hui)贡献(xian)、利益诉求(qiu)等问(wen)题(ti)的基础性(xing)研究。

三、工作要求

(一(yi))切实(shi)(shi)提高(gao)思(si)想(xiang)认识(shi)。个(ge)体工(gong)(gong)(gong)商户(hu)分型分类精(jing)准帮扶(fu)是贯彻落(luo)实(shi)(shi)党中央国务院决策部(bu)署(shu)、着眼个(ge)体工(gong)(gong)(gong)商户(hu)长远发(fa)(fa)展(zhan)的(de)(de)(de)(de)制度设计,是激(ji)发(fa)(fa)个(ge)体工(gong)(gong)(gong)商户(hu)发(fa)(fa)展(zhan)内生动力、提升总体发(fa)(fa)展(zhan)质量(liang)的(de)(de)(de)(de)重(zhong)要(yao)(yao)途径,是统筹各(ge)(ge)方面资源、增强服(fu)务个(ge)体工(gong)(gong)(gong)商户(hu)各(ge)(ge)项(xiang)政策措施精(jing)准性(xing)、有效(xiao)性(xing)的(de)(de)(de)(de)重(zhong)要(yao)(yao)方式,是提振个(ge)体工(gong)(gong)(gong)商户(hu)发(fa)(fa)展(zhan)信(xin)心、推动实(shi)(shi)现(xian)共(gong)同富(fu)裕的(de)(de)(de)(de)有效(xiao)手(shou)段(duan)。各(ge)(ge)地相关部(bu)门要(yao)(yao)切实(shi)(shi)提高(gao)思(si)想(xiang)认识(shi),充分认识(shi)个(ge)体工(gong)(gong)(gong)商户(hu)分型分类精(jing)准帮扶(fu)工(gong)(gong)(gong)作的(de)(de)(de)(de)重(zhong)要(yao)(yao)意(yi)义,将其作为当前和今后一(yi)个(ge)时(shi)期促进个(ge)体工(gong)(gong)(gong)商户(hu)发(fa)(fa)展(zhan)的(de)(de)(de)(de)重(zhong)要(yao)(yao)手(shou)段(duan),持续深入落(luo)实(shi)(shi)。

(二)加(jia)强(qiang)部门(men)(men)(men)协(xie)同(tong)配合(he)。各(ge)省级(ji)市场监管、税务、人力资源(yuan)社(she)会(hui)保障等(deng)部门(men)(men)(men)要(yao)(yao)按照《方案》要(yao)(yao)求,加(jia)强(qiang)数据(ju)(ju)共(gong)享(xiang),支(zhi)撑个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)分型(xing)(xing)判(pan)定。税务部门(men)(men)(men)结合(he)个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)分型(xing)(xing)分类标准,提供缴(jiao)纳不同(tong)幅度税款情(qing)况(kuang)的(de)个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)纳税人名(ming)单。相关(guan)行业(ye)(ye)(ye)主管部门(men)(men)(men)要(yao)(yao)在个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)分类工(gong)(gong)(gong)作(zuo)中,积极推荐本行业(ye)(ye)(ye)领域优(you)秀个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)。各(ge)地相关(guan)部门(men)(men)(men)要(yao)(yao)研(yan)究(jiu)出(chu)台更加(jia)符合(he)不同(tong)类型(xing)(xing)个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)发展特(te)点、更加(jia)精准的(de)政策措施,特(te)别是针对“名(ming)特(te)优(you)新”个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)的(de)专项(xiang)培育政策,提升含金量(liang)。市场监管总局会(hui)同(tong)相关(guan)部门(men)(men)(men),依托(tuo)“全国(guo)个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)发展网”,推进(jin)“名(ming)特(te)优(you)新”个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)数据(ju)(ju)与互联网平台企业(ye)(ye)(ye)、金融机构等(deng)方面(mian)的(de)信(xin)息共(gong)享(xiang),优(you)化各(ge)项(xiang)服务措施。各(ge)级(ji)市场监管部门(men)(men)(men)要(yao)(yao)加(jia)强(qiang)对个(ge)体(ti)劳动(dong)者私营企业(ye)(ye)(ye)协(xie)会(hui)的(de)指导,充(chong)分发挥其桥梁纽带作(zuo)用(yong)和(he)密(mi)切联系个(ge)体(ti)工(gong)(gong)(gong)商(shang)户(hu)(hu)(hu)的(de)优(you)势,做好(hao)政策宣传普及、专项(xiang)调查调研(yan)、实施效果评估、推动(dong)党的(de)建设等(deng)工(gong)(gong)(gong)作(zuo),协(xie)同(tong)推动(dong)政策制度的(de)有(you)效供给和(he)发展环境的(de)持(chi)续(xu)优(you)化。

(三(san))坚持公(gong)平公(gong)正公(gong)开。各地市场监管(guan)部门在(zai)组织开展(zhan)“名特优(you)新”个(ge)体(ti)(ti)工商(shang)户的(de)(de)申(shen)(shen)报、认(ren)定等工作中,要(yao)严(yan)格(ge)遵循(xun)自(zi)愿(yuan)原则,依(yi)法依(yi)规(gui)履行相关程(cheng)序,做(zuo)好信息公(gong)示和异议处理工作。要(yao)严(yan)格(ge)落(luo)实市场监管(guan)总局(ju)关于加强行风建设的(de)(de)部署(shu)要(yao)求(qiu),严(yan)格(ge)遵守廉政(zheng)纪律,不得在(zai)分(fen)类认(ren)定、评估(gu)确认(ren)和扶持政(zheng)策兑现过程(cheng)中,向个(ge)体(ti)(ti)工商(shang)户收(shou)费、摊(tan)派或索要(yao)财物。能够通(tong)过政(zheng)府部门之间信息共享获得的(de)(de)材料和数据,不得要(yao)求(qiu)个(ge)体(ti)(ti)工商(shang)户另(ling)行提(ti)供(gong),减轻个(ge)体(ti)(ti)工商(shang)户申(shen)(shen)报负担。

(四)积极(ji)做(zuo)好宣传引(yin)导(dao)。各地相关部门要通(tong)过(guo)(guo)多种(zhong)途径加(jia)大政策宣传力(li)度,引(yin)导(dao)个(ge)体工(gong)商(shang)户(hu)准(zhun)确(que)理解(jie)、广泛(fan)关注、积极(ji)参与(yu)分(fen)(fen)型分(fen)(fen)类精准(zhun)帮(bang)扶工(gong)作,扩(kuo)大政策覆盖面(mian)。通(tong)过(guo)(guo)多种(zhong)方式扩(kuo)大“名特优(you)新”个(ge)体工(gong)商(shang)户(hu)的知(zhi)名度和影响力(li),宣传他们艰苦创(chuang)业、诚信经营、党建引(yin)领、大胆创(chuang)新等典型经验和突出事(shi)迹,切实发挥(hui)示(shi)范带动(dong)作用。要及时关注舆情动(dong)向(xiang)、加(jia)强(qiang)正面(mian)引(yin)导(dao),妥善处理个(ge)体工(gong)商(shang)户(hu)对分(fen)(fen)型分(fen)(fen)类结果的异(yi)议和申诉,确(que)保平稳有序。
